The Ministry of the Interior, together with the Ministry of Education and Merit, has renewed the rules on fire safety in schools with the Decree of 31 March 2026, published in the Official Gazette no. 81 of the’8th April. This decree defines the new adjustment pathway for School buildings and school premises that have not yet completed the transposition of the legislation Fire prevention.

The provision Organise the tasks into two phases. The first requires the achievement of a minimum fire safety level to be certified with SCIA (Certified Notification of Commencement of Work). The second phase requires the completion of all interventions with works concluding by the end of 2027.
The decree does not replace the current technical regulations on occupational safety and systems. Instead, it introduces more precise deadlines for inspections, system maintenance, and the updating of emergency plans. This allows educational institutions to schedule activities over time and ensure a minimum level of safety from the outset. The aim of the decree is to guarantee the safety of students and staff, fostering a culture of active rather than reactive prevention.
Within nine months of the decree's publication, school buildings not yet compliant must present the SCIA "partial”provided for by Article 4 of DPR 151/2011. This document certifies the adoption of mandatory minimum fire prevention measures.
In the first phase of the fire safety compliance path in schools, the essential measures to be respected are those established by D.M. 26/08/1992. The first SCIA must certify the implementation of the following measures:
The second deadline is set for 31 December 2027. By this date, schools must complete all planned fire safety measures and submit the SCIA “final“, which certifies the Full fire safety compliance of the building.
The main measures to be taken to complete the fire safety compliance in schools include:
The decree provides for the Firefighter enhancement in schools, by increasing the number of workers responsible for fire prevention, firefighting, and emergency plan management.
Internal staff can be integrated with external figures. In the event of awarding a contract, the service must be assigned to operators with proven professional suitability and adequate economic-financial and technical-professional capacities, in compliance with the Legislative Decree 36/2023.
Tutto il personale incaricato deve frequentare il Firefighting training course type 3-FOR Annex III of D.M. 2 September 2021) and get the’Certificate of Technical Suitability.
Among the transitional arrangements, the decree provides for the carrying out of at least two additional fire drills per year, in addition to those already scheduled. Every surveillance and drill activity must be reported in the control register.
